基于属性分析及文本聚类的我国养老政策演化研究

Research on the Evolution of China's Elderly Care Policy Based on Attribute Analysis and Text Clustering

近年来,我国老龄人口比例不断攀升,我国也即将进入中等老龄化社会阶段。国家如何通过政策安排部署养老工作直接影响着人民的幸福指数。对我国发布的与养老相关的政策进行分析,总结我国养老政策的演进与发展过程,有利于为未来养老工作提供借鉴性经验。从“北大法宝”数据库中收集中央发布的653篇养老政策,根据发文时间、部门共现等属性进行计量分析,同时抽取并对政策文本中的关键短语进行聚类以概括政策议题。研究发现,中央各部门之间在养老工作上的合作逐步深化,政策议题和目标也逐渐丰富。这些发现共同体现出我国各部门之间的广泛合作和对养老工作的纵深推进。

In recent years,the proportion of aging population in China has been rising and China is about to enter the stage of medium aging society.How the government deploys the elderly work via policies affects people's happiness directly.In this study,policies related to the elderly care in China are analyzed,in which the development of elderly policies in China are summa-rized.It aims to provide a reference for the future elderly work.Specifically,653 policies issued by the central government are collected from"PKULAW".These policy texts are analyzed focu-sing on the time of issuance and the co-occurrence of departments.Then,policy topics are summarized with the extracted key phrase clusters from policy texts.Accordingly,a gradual deepening of cooperation is found between central departments on elderly care and a gradual enrichment of policy topics and objectives are observed.These findings show the extensive cooper-ation among various departments and the deepening of work on elderly care in China.
