信息公开与志愿服务参与意愿:基于社会组织评估的实验研究

Information Disclosure and Willingness to Volunteer: An Experimental Study Based on the Evaluations of Social Organizations

个体并非缺乏志愿服务动机,但信息不足阻碍了其参与意愿。研究借助社会组织评估场景,采用调查实验的方法,探究有关社会组织评估的政府信息公开是否、以及如何影响个体的志愿服务参与意愿。实验结果发现:与控制组相比,在实验组中提供更加全面的社会组织评估信息有助于提升公众的志愿服务参与意愿和预期频率,该过程通过影响公众感知的组织声誉水平来发挥中介效应;且对于过去参与频率较低的公众而言,信息公开的影响效应更大。研究认为,政府信息公开不仅有利于缓解公众志愿服务参与过程中面临的信息不对称问题、提升志愿服务组织的社会合法性,还具有动员“沉睡”的志愿者的巨大潜力。研究结论直面当前志愿服务实践发展的现实问题,也拓宽了信息公开议题在公共管理学术研究中的解释场景。

Individuals do not lack the motivation to volunteer;however,insufficient information hinders their willingness to volunteer.This study examined the impact of government information disclosure on individuals willingness to participate in volunteer service and investigated its influence on their intentions through a survey experiment conducted within the context of social organization evaluation.The results demonstrate that providing more comprehensive information about a social organization s evaluation in the experimental group enhanced the public s willingness to volunteer and their intended frequency,as compared to the control group.This effect is mediated by the perceived reputation of the organizations.Additionally,the impact of information disclosure is more pronounced among individuals with lower past volunteering frequency.This paper argues that government information disclosure not only mitigates the issue of information asymmetry in volunteer service and enhances the social legitimacy of volunteer organizations but also holds the potential to mobilize“latent”volunteers.The findings of this study address practical challenges in the development of volunteerism and expand the explanatory scope of information disclosure in academic research within the field of public administration.
