节省运动背景下苏区廉政建设成效问题研究

江西为中心的苏区为保证革命事业的健康发展,广泛开展节省运动,在一切为了前方胜利的口号下,节省必需开支,用于支持前方的战争和革命事业。同时,大力开展惩腐肃贪工作,确立了惩腐肃贪运动的指导思想,采取一连串坚决有效的措施,并将其与严惩官僚主义紧密结合起来。苏区党和政府反官僚的措施:(一)强调为民靠民,从思想上抵御官僚主义意识的侵蚀;(二)民主是克服官僚主义的法宝;(三)建立健全支部工作,把党支部建设成抵御官僚主义的坚强堡垒;(四)摆正党与苏维埃的关系,确立党是苏维埃政权的领导者。江西苏区廉政建设取得巨大成效:严惩革命队伍中的腐败;健全规章制度,确保勤政为民中心工作的落实。

In order to ensure the healthy development of the revolutionary cause in Jiangxi-centered Chinese Soviet Area,CPC launched the expenses saving campaign to support the war and revolutionary cause in the front line under the slogan of“All for the victory in the front line”.At the same time,CPC vigorously carried out efforts to punish and purge corruption,established the guiding ideology of the campaign against corruption,adopted a series of resolute and effective measures,and closely combined them with the strict punishment of bureaucracy.The measures include:first,emphasizing the importance of“On the people and for the people”,and resisting the erosion of bureaucratism ideologically;second,democracy is the weapon to overcome bureaucracy;third,establishing and improving the work of branches,and building them into a strong bastion against bureaucracy;forth,rectifying the relationship between the CPC and the soviets,and establishing the CPC as the leader of the soviet regime.In the Soviet area of Jiangxi Province,the construction of clean government has achieved great results:corruption in the revolutionary army was severely punished;sound rules and regulations were made to ensure the implementation of the works for the people.
