乡村振兴背景下村民自治的探索与深化——二龙回族乡“村务听证制度”解析

Exploration and Deepening of Villagers' Autonomy under the Background of Rural Revitalization——An Analysis of the “Village Affairs Hearing System” in Erlong Hui Ethnic Township

当前村民自治已成为优化乡村治理体系和提高乡村治理能力的重要内容。针对村民自治中村委会主任权力过大、自治主体参与度低以及村委会过度行政化等问题,二龙回族乡结合自身实际吸纳协商民主理念,充分发挥村支委会的组织领导和推动作用,探索实施“村务听证制度”,按照“提议受理—听证准备—群众评议—投票表决”四步骤进行听证,使基层治理更为有效。建议借鉴基层经验,从促进党建与村民自治全面融合、改善自治现状发挥村民主体作用、建立行政管理与村民自治有效衔接的运行机制等方面入手,探索有效实现村民自治的路径。

At present,villagers' autonomy has become an important part of optimizing rural governance system and improving rural governance capability.In view of the problems such as too much power of the head of the village committee,the low participation of the self-governing subject and the excessive administration of the committee,Erlong Hui ethnic Township absorbs the concept of deliberative democracy based on its own reality,gives full play to organizing leading and promoting role of the village branch committee,explores and implements the “village affairs hearing system”,in which hearing should be conducted in accordance with the four steps of “proposal acceptance,hearing preparation,public comment and voting” to make the local governance more effective.Based on this,it is suggested to draw lessons from the experience of the local governance and comprehensively explore the deepening path of effectively realizing villagers' autonomy by promoting the full integration of party building and villager autonomy,comprehensively improving the status quo of autonomy,giving full play to the main role of villagers,and establishing the operation mechanism of effective connection between administration and villagers' autonomy.
