韧性治理视域下中国食品安全风险治理的理论与实践探析

Analysis on the theory and practice of food safety risk management in China from the perspective of resilience governance

新时代环境背景下,传统食品安全风险治理模式暴露出脆弱性弊病,探索食品安全风险长效治理机制十分必要。文章以韧性治理为研究视角,构建食品安全风险韧性治理框架,并进一步分析韧性治理与食品安全风险治理在价值、主体、机制方面的多元契合性。最后,以韧性治理为指导,提出构建食品安全风险治理的多元协同机制、智治运行机制、公众参与机制的实践路径。

Under the background of the new era,the traditional food safety risk management model has exposed its fragility and shortcomings.It is necessary to explore the long-term management mechanism of food safety risk management.From the perspective of resilience governance,the framework of resilience governance of food safety risk is constructed,and the multiple consistency of resilience governance and food safety risk governance in terms of value,subject and mechanism is further analyzed.Finally,under the guidance of resilience governance,this paper puts forward a practical path to build a multi-dimensional coordination mechanism,intelligent governance operation mechanism and public participation mechanism for food safety risk governance.
