为响应国家政策要求,政府部门应加快培育数据要素市场,充分挖掘数据要素价值,并推动数据要素向数据生产力的转变。文章结合政策、市场、技术因素进行探索研究,针对政务数据共享利用面临的挑战,提出了政务数据共享利用的总体思路及推进建议。同时,通过金融服务共享平台项目的实践,积累了政务数据共享利用在数据标准、数据分类分级、数据治理、数据安全等方面的宝贵经验,这些经验对于今后的数据共享利用研究工作具有重要的实践指导意义。

In response to national policy requirements,government departments should speed up the cultivation of data factor market,fully tap the value of data factor,and promote the transformation of data factor into data productivity.This paper combines policy,market and technology factors to explore and study,in view of the challenges facing the sharing and utilization of government data,puts forward the general idea of sharing and utilization of government data and suggestions for promotion.At the same time,through the practice of the financial service sharing platform project,valuable experience in data standards,data classification and classification,data governance,data security,and other aspects of government data sharing and utilization has been accumulated.These experiences have important practical guidance significance for future research on data sharing and utilization.
