摘要
提升治理水平和治理效能是助推高职专业群高质量建设的关键。刚性治理下的专业群治理面临着治理模式失灵、权力结构失衡、参与主体单一以及方式使用唯一等困境。柔性治理作为具有前瞻性的治理理论,能够弥补刚性治理的不足,在破解高职院校治理困境和提升高职专业群治理效能方面发挥重要作用。面对目前的治理困境,高职专业群应探索构建柔性治理路径:一是重塑关系,构建多元合作共治的主体关系;二是优化结构,实施扁平化的治理结构;三是重建组织,建设开放性的组织体系;四是创新方式,实施柔性化治理技术。
Improving the level and efficiency of governance is the key to promoting the high-quality construction of higher vocational professional groups.The governance of professional groups under rigid governance faces the dilemma of failure of governance model,imbalance of power structure,single participation subject,and unique use of methods.As a forward-looking governance theory,flexible governance can make up for the shortcomings of rigid governance and play an important role in solving the governance dilemma of higher vocational colleges and improving the governance efficiency of higher vocational professional groups.In the face of the current governance dilemma,higher vocational professional groups should explore the path of building flexible governance:first,reshape the relationship and build a subject relationship of diversified cooperation and co-governance;the second is to optimize the structure and implement a flat governance structure;the third is to rebuild the organization and build an open organizational system;the fourth is to innovate ways and implement flexible governance technologies.
