人民安全观作为构建新安全格局的价值取向已经深入人心,对“人的安全”的现实观照是马克思主义人学思想的核心价值旨趣,更是党的百年奋斗历史进程一以贯之的内在要求。中国共产党立足于缓解“安全需要”与“安全焦虑”之间的紧张关系,强调人民安全是国家安全的灵魂,是统摄各领域安全的核心,指出人民群众既是国家安全的价值主体,又是实现国家安全的创造主体。新的历史征程上,在人民安全观指导下构建新安全格局既是民族复兴的必然要求,也是满足人民群众美好生活需要的重要保障,为建设更高水平平安中国提供了科学的指引。

As the value orientation of building a new security pattern,the people's security concept has been deeply rooted in the hearts of the people.The realistic view of“human security”is the core value of Marxist human learning thought,and the inherent requirement of the Party's century-old struggle.Based on easing the tension between“security needs”and“security anxiety”,the CPC has stressed that people's security is the soul of national security and the core of integrated security in all fields,pointing out that the people are not only the value subject of national security,but also the creator of the realization of national security.On the new historical journey,building a new security pattern under the guidance of the people's security concept is not only an inevitable requirement for national rejuvenation,but also an important guarantee for meeting the people's needs for a better life.It provides scientific guidance for building a safe China at a higher level.
