黑龙江省规模性返贫风险阻断对策的研究

Research on Prevention of Large-scale Poverty Return Risk in Heilongjiang Province

黑龙江农村基础设施建设不配套、社会保障不完善、农业生产条件不稳定、产业结构单调等问题仍然存在,农业生产面临的压力仍然较大。造成黑龙江农村返贫的原因,是农民受教育程度低,加之当前因病致贫、人口老龄化的突出现状。黑龙江省必须加大农村项目建设力度,有效化解规模返贫风险;建立黑龙江省人才聚集战略载体,大力发展农村经济,积极吸引高素质人才;实施脱贫攻坚政策,创新脱贫攻坚方式;完善农村社保体系,务求短期见效。

Heilongjiang rural infrastructure construction is not perfect,social security is not perfect,agricultural production conditions are unstable,industrial structure is monotonous.The low level of education among farmers,poverty due to illness and disability and an aging population have all contributed to the return of rural poverty in Heilongjiang.In order to effectively solve the scale of poverty return risk,Heilongjiang Province must increase rural projects;vigorously develop rural economy,actively attract high-quality talents,and establish the strategic carrier of talent gathering in Heilongjiang Province;implement poverty alleviation policies and innovate poverty alleviation methods;improve the rural social security system in order to achieve practical results in the short term.
