探讨以生态环境为导向的开发模式创新性项目的组织实践

Research of the Exploration Organization Practice on Innovative Project of Ecological Environment Oriented Model

本文从以生态环境为导向的开发(EOD)模式定义与申报出发,结合2022年7月至2023年3月全国范围内EOD的市场分析,通过重庆江津团结湖及上游大溪河流域环境综合治理EOD模式试点项目、重庆市永川区茶山竹海片区生态治理及旅游开发EOD模式试点项目两个实践案例,分析EOD模式的内涵及其创新重点,并从产业定位、实施方式、金融支持、政策宣传方面,对EOD创新性项目实践中的关键问题提出探讨性建议。

This paper starting from the defi nition and application of the ecological environment oriented development(EOD)model,combined with the market analysis of EOD throughout the country from July 2022 to March 2023,and based on the two practical cases of the EOD model pilot project of comprehensive environmental governance in Tuanjie Lake and the upstream Daxi River basin in Chongqing and the EOD model pilot project of ecological governance and tourism development in Chashan Bamboo Sea area of Yongchuan District in Chongqing,the connotation and key innovation of the EOD model are analyzed,And provide exploratory suggestions on key issues in the practice of EOD innovative projects from the perspectives of industry positioning,implementation methods,fi nancial support,and policy promotion.
