欧盟蓝色经济发展现状与中欧合作建议

EU Blue Economy Development Status and China-EU Cooperation Proposals

为增强我国与欧盟在蓝色经济领域的广泛深入合作,共同推进全球蓝色经济可持续发展与海洋生态环境保护,文章首先对蓝色经济的内涵进行了阐述,接下来从政策与产业两方面对欧盟蓝色经济的发展现状进行了综述。研究结果表明:欧盟是蓝色经济的积极倡导者与全球领导者,其蓝色经济涵盖了与海洋相关的所有经济活动;欧盟成熟蓝色经济产业发展动力强劲,新兴产业发展潜力巨大,已成为欧盟经济的重要增长点。最后,提出通过加强中欧蓝色经济国际政治、海洋经济、海洋科技与海洋生态环境合作,为蓝色经济的可持续发展与全球海洋的有序治理做出贡献。

In order to enhance the wide and in-depth cooperation between China and the European Union on the blue ocean economy,jointly promote the sustainable development of global blue economy,and the protection on marine ecological environment,this paper firstly expounded the connotation of blue economy,and then reviewed the present development situation of EU blue economy from the aspects of policy and industry.The research results showed that EU is an active advocate and a strong global leader of the blue economy,and its blue economy covers all economic activities related to the sea;the EU's mature blue economy industries have strong development momentum,and the new industries have great development potential and have become an important growth point of the EU economy.Finally,this paper emphasized that the strong cooperation of China-EU in international politics,marine economy,marine science and technology,and ecological environment can contribute to the sustainable development of blue economy,and orderly global marine governance.
