地方纪检监察信息化建设的实践特征与完善路径

Informatization of Local Discipline Inspection and Supervision: Practical Characteristics and Governance Path

纪检监察信息化建设有助于优化纪检监察工作流程、拓宽公众参与渠道、提升纪检监察工作效率。通过对中央纪委国家监委网站上2013—2020年间新闻报道中出现的177个地方的纪检监察信息化建设个案进行分析,发现地方纪检监察信息化建设的实践特征主要有:平台建设基本处于自上而下顶层设计指导与自下而上地方自主探索相结合的阶段;信息化水平呈现出南高北低的区域发展特征;监督平台的技术性功能、业务领域、监督领域随着信息化平台的多元化和智能化建设而得以拓展与完善;“一地多平台,一事一平台”的现象仍然存在。未来的治理路径需要从战略目标、运行机制、技术层面共同推进,在战略目标上注重工具理性和价值理性的有机融合;在运行机制上逐步完善动态监督机制、执纪问责机制、科层监督机制;在技术层面上充分应用大数据、云计算等信息技术推动地方纪检监察信息化平台向综合性、智能化方向发展。

Informatization of disciplinary inspection and supervision can help optimize the workflow of disciplinary inspection and supervision,broaden public participation channels,and improve the efficiency of disciplinary inspection and supervision work.This article analyzes 177 local disciplinary inspection and supervision informatization construction in the news reports retrieved from the website of the Central Commission for Discipline Inspection and the National Supervision Commission from 2013 to 2020 as cases,which yields the discovery of major features in this area:construction being basically in the stage of combining top-down top-level design guidance with bottom-up local independent exploration;presenting a regional development characteristic of high in the south and low in the north;the technical functions,business areas,and supervision areas of the supervision platform having been expanded and improved with the diversification and intelligence of information platforms;the phenomenon of multiple platforms in one place and one platform for one thing still existing.The future governance path needs to be jointly promoted from the strategic goal,operating mechanism and technology levels,and pay attention to the organic integration of instrumental rationality and value rationality in the strategic goal;It needs to gradually improve the dynamic supervision mechanism,disciplinary accountability mechanism,and hierarchical supervision mechanism in terms of operational mechanism;At the technical level,big data,cloud computing and other information technologies are to be applied to promote the development of local discipline inspection and supervision information platform in a comprehensive and intelligent direction.
