Perspectives and Revelations:Japan's Cognition and Response to"The Belt and Road"Educational Action

摘要 在“一带一路”倡议发起十周年之际,鉴于区域共同体建设及日本在“一带一路”共建国家的长期布局,关注日本对“一带一路”教育行动的认知及应对尤为必要。日本认为“一带一路”教育行动以提升中国高等教育影响力和国际社会地位为意图,通过品牌建设、教育援助与合作等实践,重塑了全球高等教育形态,拓宽了中国教育的影响范围。日本的认知具有变化性与多面性交织的复杂情感,全局性与具象性交织的若干焦点,主体者与旁观者交织的双重身份等特征。以竞争合作理论审视日本的应对,发现日本以参与亚洲高等教育共同体建设为协作性结构;以发展“自由开放的印太”为竞争性结构;以关注亚洲教育研究话语权、大力推广日本型教育为个体性结构。中国教育在对外开放中应辩证对待他国多维认知,加强在国际的教育话语权,积极构建亚洲教育共同体,参与重塑全球教育治理体系。 2023 marks the 10th anniversary of the launch of"The Belt and Road"initiative.Whether it is from the perspective of promoting the construction of a regional community or considering Japan's long-term layout in countries along"The Belt and Road,it is particularly crucial to pay attention to Japan's cognition and response to"The Belt and Road"educational action.Japan believes that"The Belt and Road"education action is intended to enhance China's influence in education and its global standing.Through strategies involving brand building,educational assistance and cooperation,China has reshaped the form of global higher education and expanded the scope of influence.The study finds that these actions intricate emotions intertwined with versatility and changeability,several focal points intertwined with globality and concreteness,the dual identity of both the subject and the spectator.Examining Japan's educational practices with the coopetition theory,it becomes apparent that Japan's engagement in the construction of the Asian higher education community is a cooperative structure,and education is regarded as a significant domain for the implementation of the"FOIP"concept as a competitive structure.Additionally,Japan vigorously promotes Japanese-style education overseas,which reflects an individualistic structure.Drawing from this analysis,it is imperative to consider that China's efforts to internationalize its education must dialectically approach the multidimensional perceptions of other countries.Moreover,at the discourse level,China should strengthen its educational discourse power in the world;Strategically,China should actively foster an Asian educational community;In practical terms,China should participate in reshaping the global education governance system,among other endeavors.
