Service for Governance:A Study of Social Organization Promotes the Construction of Service-oriented Community

党的二十大报告指出,要健全城乡社区治理体系。社区服务是社区治理的重要着力点,服务型社区在社区服务与社区治理之间搭建起双向通行的“桥”。通过深度访谈和参与观察等方法获取社会组织参与服务型社区建设的一手资料。社会组织通过培育能动性、激发主动性和建构主体性三个阶段,实现从生产专业服务到培育居民自治的社区关系延展。服务型社区建设中存在权威合法性和居民认同感双重张力,社会组织通过程序正当性和情境合法性有效化解治理张力并深度嵌入社区。服务型社区的运行机制是行政引领与社会主建,边界淡化与社区整合,价值拟合与身份平等。服务型社区具有多元一体性,统合了行政逻辑、专业逻辑和本土逻辑,促成了政府组织、社会组织和社区组织的良性互动。

The 20th CPC National Congress pointed out that the urban and rural community governance system should be improved.Community service is an important point of community governance,service-oriented community builds a two-way"bridge"between community service and community governance.In-depth interviews and participant observation were used to obtain first-hand data of social organizations participating in the construction of service-oriented community.Through the three stages of cultivating initiative,stimulating creativity and constructing subjectivity,social organization realizes the extension of community relations from the production of professional services to the cultivation of residents'autonomy.In the construction of service-oriented communities,there is a dual tension between authority legitimacy and residents sense of identity,and social organization effectively resolves the governance tension through procedural legitimacy and situational legitimacy,and are deeply embedded in the community.The operating mechanism of service-oriented community is administrative guidance and social construction,boundary dilution and community integration,value fitting and identity equality.Service-oriented community has the characteristics of multiple integrated pattern,integrated administrative,professional and local logic,realized positive interaction among government,social organizations and community.
