农村集体经济组织自成立之日起就承担着农村公共服务供给的重任。现阶段农村公共服务供给状况与组织成员预期有很大差距、供给机制有待进一步完善。农村集体经济组织承担公共服务职能应定位于为组织成员提供高质量的非基本公共服务和生活服务,以不断提高组织成员福利水平为目标。为此,需要大力发展集体经济,健全民主决策机制,建立协同供给机制。农村集体经济组织应以农村集体经济可持续发展为前提,同时与政府、市场主体、公益性社会机构协同配合,一道为农村提供公共服务,以产生最大的社会效用。

Since the establishment,rural collective economic organizations have shouldered the important responsibility of providing public services for the rural areas.At present,there is a big gap between the supply of rural public services and the expectations of the organization members.Apart from that,the public services supply mechanism also needs to be further improved.The public service function of the rural collective economic organizations should be aimed at providing high-quality non-basic public services and life services for the members,with the goal of continuously improving the welfare level of their members.For this purpose,it is necessary to vigorously develop the collective economy,improve the democratic decision-making mechanism,and establish a coordinated supply mechanism.The rural collective economic organizations are supposed to take the sustainable development of the rural collective economy as the premise,and cooperate with the government,market entities and public welfare social institutions to provide public services for the rural areas so as to produce the maximum social utility..
