绿色共富的机制创新与优化路径——以浙江淳安为例

Mechanism Innovation and Optimization Path of Green and Shared Prosperity:A Case Study of Chun'an,Zhejiang

支持浙江高质量发展建设共同富裕示范区是党中央对浙江的充分信任和高度重视。浙江省在推进“两个先行”的进程中必须补齐短板,包括淳安在内的山区26县就是共同富裕的短板。淳安必须走“生态优先、绿色发展、共同富裕”的绿色共富之路。课题组调研认为,淳安要立足新发展阶段、贯彻新发展理念、构建新发展格局,创新绿色共富的机制、设计绿色共富的政策、激发绿色共富的动力,实现绿色共富的目标,为浙江省高质量发展建设共同富裕示范区和生态文明先行示范提供淳安样板。

Supporting the construction of a demonstration zone for common prosperity in Zhejiang as part of the high-quality development is a clear manifestation of the Party Central Committee's full trust and high regard for Zhejiang.In the process of advancing the"two pioneering"initiatives,Zhejiang Province must address its shortcomings,including the 26 mountainous counties,such as Chun'an,which are the weak links in achieving common prosperity.Chun'an must follow the path of"ecological priority,green development,and common prosperity"to achieve green and shared prosperity.The research concludes that Chun'an needs to be based on the new development stage,implement the new development concept,and build a new development pattern.It should innovate mechanisms,design policies,and stimulate the driving force for green and shared prosperity,and achieve the goal of green and shared prosperity.By doing so,Chun'an can serve as a model for Zhejiang Province's construction of a demonstration zone for high-quality development and for leading the way in ecological civilization.
