Reform Progress of Cross-border RMB Flow Facilitation Reform in Guangxi Free Trade Zone under CAFTA Perspective

CAFTA视域下广西自贸区跨境人民币流动便利化改革是提高CAFTA跨境人民币使用率、构建CAFTA金融中心和中国—东盟命运共同体的重要手段,但广西自贸区跨境人民币流动便利化被动受到多重因素的影响,反之也直接能动影响到我国宏观经济等。在考察广西自贸区跨境人民币流动便利化改革创新实践的基础上,分析其存在的流动风险、监管漏洞及其背后的原因。提出在梳理“宏观审慎+微观监管”框架建构规范及明确其作用的前提下,可以从政策、机构协调、预警、执行等多个维度来完善监管体系,也从加强对跨境人民币流动的实时监测、构建大型结算中心等措施来完善配套制度,完善广西自贸区跨境人民币流动便利化制度。

The reform of facilitation of cross-border RMB flow in Guangxi FTA under the perspective of CAFTA is an important means to improve the use of cross-border RMB in CAFTA and build a financial center of CAFTA and China-ASEAN community of destiny,but the facilitation of cross-border RMB flow in Guangxi FTA is passively affected by multiple factors,which in turn directly affects China's macroeconomy and so on..On the basis of examining the reform and innovation practice of cross-border RMB flow facilitation in Guangxi FTZ,it analyzes the liquidity risks,regulatory loopholes and the reasons behind them.It is proposed that on the premise of sorting out the norms of constructing the framework of"macro-prudential+micro-regulation"and clarifying its role,the regulatory system can be improved from multiple dimensions such as policy,institutional coordination,early warning,implementation,etc.,and the supporting system can be improved from strengthening real-time monitoring of cross-border RMB flows,constructing large-scale clearing centers,etc.,so as to improve the system of facilitating cross-border RMB flows in Guangxi FTZ.cross-border RMB flow facilitation system.
