基于熵权-TOPSIS法的湖南省数字经济发展水平综合评价 被引量:2

A Comprehensive Evaluation of Digital Economy Development Level in Hunan Province Based on TOPSIS-Entropy Method

摘要 数字经济是实现经济高质量发展的重要手段,同时也备受各级政府的高度关注.结合数字经济内涵从数字基础设施建设,数字产业化,产业数字化三个方面构建数字经济评价指标体系,并运用熵权-TOPSIS模型对湖南省2015至2019年13个市的数字经济发展情况进行测算和评价.研究表明:湖南省数字经济发展水平逐渐提高,主要得益于数字产业化和产业数字化发展.但各市数字经济发展存在显著差异,表现为“高者恒高(长沙、株洲、湘潭),低者恒低(邵阳、永州、娄底)”的空间演化锁定现象.多数地市数字经济发展水平显著低于全省平均水平,但具有较大的发展潜力.故各级政府应加大政策扶持力度,优势互补,共同实现数字经济高质量发展. The digital economy has become a crucial driver of high-quality economic development and has also received high attention from governments at all levels.To evaluate the development of the digital economy,this paper establishes an indicator system based on digital infrastructure construction,digital industrialization,and industrial digitization within the context of the digital economy.The study uses the entropy weight-TOPSIS model to measure and evaluate the development of the digital economy in thirteen cities in Hunan Province between 2015 and 2019.The research findings indicate that the level of digital economic development in Hunan Province has steadily increased,primarily due to the growth of digital industrialization and industrial digitization.Nevertheless,significant digital disparities exist among cities,leading to a spatial evolution lock phenomenon of"the higher ones remain high"(Changsha-Zhuzhou-Xiangtan)and"the lower ones remain low"(Shaoyang-Yongzhou-Loudi).Therefore,governments at all levels should increase policy support,complement each other's advantages,and jointly achieve high-quality development of the digital economy.
