网络空间是一个以巨量设备和元器件为基础、充斥着信息流和能量流的自组织系统,而且与自然空间和人类社会高度耦合,具有极高的结构复杂性。统计数据表明,经济社会发展对网络空间的依赖度不断增强,网络空间已经成为巨大的利益新疆域;各种社会利益关系在网络空间中被复制和重构,网络空间安全价值进一步提升。网络空间成为国际斗争的新领域,斗争的目标、手段和形式复杂多样。网络犯罪已经成为第一大犯罪类型。鉴于网络空间安全形势的高度复杂性,维护网络安全必须坚持习近平网络强国重要论述,树立正确网络安全观,采取多目标对策。

Cyberspace is a self-organizing system based on a huge number of devices and components,and filled with information flow and energy flow.With extremely structural complexity,it is highly coupled with natural space and human society.Statistics show that economic and social development increasingly depends on the cyberspace,and cyberspace has become a new frontier with huge interests.Various social interest relationships have been copied and reconstructed in cyberspace,and the security value of cyberspace has been further enhanced.Cyberspace has become the new field of the international struggle,of which the goals,methods,and forms are complex and diverse.Cybercrime has become the number one of all crimes.In view of the highly complex situation of cyberspace security,and in order to maintain the cyber security,we should adhere to Xi Jinping’s important statement on cyber power,establish the correct concept of cyber security,and adopt multi-objective countermeasures.
