A Preliminary Study on the Policy Expectation in Counterpart Cooperation System

在对口协作政策体系中,各方主体抱有不同的政策期望,并会通过一定的渠道表达出来。政策期望既有自上而下、自下而上的传递路径,也有体制内外的相互影响路径。政策期望虽属观念形态概念,但对政策执行模式、政策目标的影响重大。对口协作中的政策期望分布格局、政策期望应如何约束需要进行多层次、多步骤分析。

In the policy system of counterpart cooperation,all parties have different policy expectations and will express them through certain channels.Policy expectations have the top-down and bottom-up transmission path,and also the mutual influence paths inside and outside the system.Although policy expectation is an ideological concept,it has significant impact on the mode of policy implementation and policy objective.It is necessary to make analysis at on the distribution pattern of policy expectation and how to constrain the policy expectation at multiple levels and steps.
