中国省级女性科技人才政策研究——基于政策“工具—目标”的二维分析框架

Study on Policies for Provincial Female Science and Technology Talents in China:Based on Policy“Tool-Objective”Two-Dimensional Analysis Framework

女性科技人才是科技人才队伍的重要组成部分,是助力中国实现从科技大国向科技强国的战略性转变不可或缺的重要力量。为深入实施新时代人才强国战略,中国各省政府陆续出台了支持女性科技人才发展的专项政策。文章通过构建政策“工具—目标”的二维分析框架,采用内容分析法对省级女性科技人才政策进行分析。研究发现:在政策工具维度,目前省级女性科技人才政策存在环境型政策工具过溢、需求型政策工具运用不足,以及政策工具内部结构失衡的问题;在政策目标维度,着重于优化人才环境和加大人才投入,而在人才创新、质量提升和效益发挥上给予的关注度有待提升;各维度政策目标的政策工具组合使用也有待进一步优化。这说明,加强女性科技人才队伍建设,应加强政策工具的整体协调性,优化政策工具内部结构,调整完善政策目标结构,整合政策工具与政策目标。

Female science and technology talents are an important component of the science and technology talent team and an indispensable force in helping China achieve its strategic transformation from a science and technology power to a science and technology superpower.In order to deeply implement the strategy of strengthening the country through talents in the new era,Chinese provincial governments have successively introduced special policies to support the development of female science and technology talents.By constructing a policy"tool-objective"two-dimensional analysis framework,this paper uses a content analysis method to analyze the provincial female science and technology talent policies.In the dimension of policy tools,there are currently problems of overfilling of environment-based policy tools and insufficient use of demand-based policy tools in the provincial female technology talent policies,as well as imbalance in the internal structure of policy tools.In the dimension of policy objectives,it focuses on optimizing the talent environment and increasing talent investment,while the attention given to talent innovation,quality improvement and profit exertion needs to be improved.The combination of policy tools for various dimensions of policy objectives also needs further optimization.This indicates that to strengthen the construction of the female science and technology talent team,we should enhance the overall coordination of policy tools,optimize the internal structure of policy tools,adjust and improve the structure of policy objectives and promote the two-dimensional integration of policy tools and policy objectives.
