深绿城市化的问题缘起与实践理路:浙江新探索

The Origin and Practical Way of Green Urbanization:A New Exploration in Zhejiang Province

作为“两山”理论发源地的浙江,其绿色城市化探索是美丽中国建设的典范。随着城市化由满足安全需要的浅绿向满足审美需要的深绿转型,浙江面临经济持续增长与环境容量有限、经济总量扩张与资源利用效率不高、人们日益增长的优美生态环境需要与碳排放未达峰而优质生态供给不理想等矛盾。通过梳理绿色城市化理论源流及现实问题缘起,阐释深绿城市化内涵特征,将“绿”的深化“、色”的美化“、城”的融化“、市”的活化作为生态文明建设的载体与抓手,提出生态格局优化、生态文化普及化、生态城市健康化、生态城乡特色化、生态产业主导化、生态资源经济化、生态制度体系化和生态消费时尚化等优化城市空间格局和产业结构的举措,为城市化由浅绿向深绿提升提供浙江方案。

As the birthplace of the“Two Mountains”theory,Zhejiang's green urbanization exploration is a model of the construction of beautiful China.As urbanization transitions from shallow green,focused on meeting safety needs,to deep green,focused on satisfying aesthetic needs,Zhejiang faces contradictions such as sustained economic growth and limited environmental capacity,expanded economic scale and inefficient resource utilization,increasing demands for a beautiful ecological environment,and inadequate supply of high-quality ecology due to peak carbon emissions.By examining the origins of green urbanization theory and the emergence of practical issues,this paper elaborates on the characteristics of deep green urbanization.It emphasizes the deepening of“green”,beautification of“color”,integration of“city”,and activation of“market”as carriers and means for the construction of ecological civilization.The paper proposes measures for optimizing urban spatial patterns and industrial structures,such as optimizing the ecological layout,popularizing ecological culture,promoting the health of eco-cities,highlighting urban-rural ecological features,leading in ecological industries,economizing ecological resources,systematizing ecological institutions,and promoting eco-consumer trends.These measures provide a Zhejiang solution for the transition from shallow green to deep green urbanization.
