Study on Enhancing Economic Density in Shanghai

上海提高土地经济密度应以创新土地管控手段为方向,以产业能级提升为目标,以盘活存量土地为发力点,全面推进上海中心城区和郊区土地资源管理模式转变,尤其要以郊区新城经济密度提升为主要工作方向。要注重培育与上海“五个中心”和长三角一体化发展战略中“龙头地位”相适应的产业,增强全球资源配置能力,提升城市吸引力和辐射力,让上海的经济发展呈现明显的空间溢出效应。

In order to improve the economic density of land,Shanghai should take innovative means of land management and control as the direction,industrial capacity enhancement as the goal,revitalizing the stock of land as the starting point,and comprehensively promote the transformation of the mode of land resource management in Shanghai’s central urban areas and suburbs,in particular,take enhancing the economic density of suburban new towns as the main direction of work.We should focus on cultivating industries that are compatible with Shanghai’s“five centers”and“leading position”in the integrated development strategy of the Yangtze River Delta,enhancing the ability to allocate global resources,improving the city’s attractiveness and radiance,and allowing Shanghai’s economic development to show a clear spatial spillover effect.
