残疾人事业现代化的主要内涵与实现路径

The Main Connotation and the Chinese Path to Modernization of the Cause of Persons with Disabilities

研究推进残疾人事业现代化是党中央和国务院提出的一个重大时代课题。文章分析了残疾人事业现代化与中国式现代化的内在关系,概括了残疾人事业现代化的三方面主要内涵,指出残疾人事业现代化是体现中国特色的现代化,是促进残疾人共同富裕的现代化,是实现残疾人全面发展的现代化,体现国家现代化、社会现代化和人的现代化的有机统一。文章尝试以群体正义理论和相对贫困问题解决方案为基础阐述促进残疾人共同富裕的目标与价值,以人道主义立场和新时代残疾人观解读残疾人的全面发展。文章指出残疾人事业现代化的中国路径包含一系列开放多元的实践选择,在权利保障与福利促进、劳动福利与社会福利、家庭照顾与社会化服务、集中安置与分散融合、能力建设与环境支持等和合关系中,不断拓展中国特色残疾人事业现代化之路。

Studying and promoting the modernization of the cause of persons with disabilities is a major issue of the times proposed by the Central Committee of the Communist Party of China and the State Council.This paper analyzes the internal relationship between the modernization of the cause for persons with disabilities and Chinese path to modernization,summarizes the three main connotations of the modernization of the cause for persons with disabilities,and points out that the modernization of the cause for persons with disabilities is a modernization with Chinese characteristics,a modernization that promotes the common prosperity and realizes the all-round development of persons with disabilities,also it reflects the organic unity of national modernization,social modernization,and human modernization.The paper attempts to elaborate on the goals and values of promoting common prosperity for persons with disabilities based on the theory of group justice and solutions to relative poverty,and interpret the comprehensive development of people with disabilities from a humanitarian perspective and a new era perspective on disability.It points out that the modernization path of the disability cause in China includes a series of open and diverse practical choices,constantly expanding the modernization path of the disability cause with Chinese characteristics in the competitive and cooperative relationships of rights protection and welfare promotion,labor welfare and social welfare,family care and socialized services,centralized resettlement and decentralized integration,capacity building and environmental support.
