随着我国在城市化、城市更新、乡村振兴、数字化转型、智能社会治理等工作快速进展,无障碍环境内涵和外延空前拓展。《无障碍环境建设法》的实施对人居环境建设将会产生深远影响。本文从无障碍环境建设的治理内涵谈起,讨论了我国无障碍空间环境技术体系和“无障碍孤岛”现象,并基于城乡规划和建筑设计在无障碍环境建设的痛点问题,从技术体系和发展趋势两个层面分析了响应策略。

In the present era,China is witnessing an unprecedented expansion in the conceptions and dimensions of accessible environments.This expansion occurs within the realms of urbanization,urban renewal,rural revitalization,digital transformation,and intelligent social governance.The enforcement of the“Accessible Environment Construction Law”is poised to exert a profound and enduring influence on the development of human habitats.This article commences by delineating the governance connotations of accessible environment construction.It engages in a discussion concerning China’s technical framework for accessible spatial environments and scrutinizes the phenomenon of“accessible islands.”Furthermore,it addresses the pivotal challenges encountered in urban and rural planning as well as architectural designing within the ambit of accessible environment construction.The article culminates in an analysis of responsive strategies,examining them from both the perspective of technical framework and the trajectory of development.
