在中国式现代化进程中,加快无障碍环境建设具有重要意义。回顾我国近四十年的探索和实践,我国无障碍环境建设的发展历程具有六大特征:全民受益的理念开始普及,系统推进的经验逐渐推广,保障人权的目标更加坚定,融入大局的步伐显著加快,多元共建的格局基本形成,法治保障的力度持续加强。无障碍环境建设目前仍面临地区发展不平衡不充分、质量有待提升、制度保障有待加强、机制有待完善、责任有待落实等诸多挑战。为推动无障碍环境建设高质量发展,建议加强宣传和教育,加快完善无障碍环境建设相关法律体系,落实与适老化改造相结合的原则,完善无障碍环境建设标准和指南,加强人才培养和技术培训,建立实施监测和评估机制。

In the process of Chinese modernization,accelerating the construction of accessible environment is of great significance.Looking back at the exploration and practice of nearly 40 years in China,the development process of building an accessible environment has six major characteristics:The concept of benefiting the whole people has begun to popularize;The experience of systematic promotion is gradually promoted;The goal of safeguarding human rights is firmer;The pace of integration into the overall situation has significantly accelerated;The pattern of diversified co-construction has basically formed;The efforts to ensure the rule of law continue to strengthen.At present,the construction of an accessible environment still faces many challenges,such as imbalance and inadequacy,quality improvement,institutional support,mechanism improvement,and responsibility implementation.To promote the high-quality development of accessible environment construction,it is recommended to strengthen publicity and education,accelerate the improvement of the legal system related to accessible environment construction,implement the principle of integrated with ageing-friendly retrofitting,improve standards and guidelines for accessible environment construction,strengthen talent cultivation and technical training,and establish implementation,monitoring,and evaluation mechanisms.
