突发公共卫生事件中应急医疗志愿者队伍建设和管理探究——以新冠病毒感染疫情为例

Exploration on the Construction and Management of Emergency Medical Volunteer Team in Public Health Emergencies:Taking the Prevention and Control of COVID-19 as An Example

新冠病毒疫情暴发期间,应急医疗志愿者以其专业的医学知识和技能,在疫情防控中发挥了不可替代的作用,有效缓解了政府压力,促进了疫情防控工作的开展。通过对我国应急医疗志愿者队伍建设和管理现状进行分析,探索通过完善应急医疗志愿者管理架构、规范岗位设置、拓宽招募途径、加强培训、建立有效的评估及反馈机制、完善志愿者保障和激励机制等方面构建应急医疗志愿者队伍管理模式,以壮大应急志愿服务力量,促进我国突发公共卫生事件应对能力提升。

With the outbreak of COVID-19,emergency medical volunteers played an irreplaceable role in pandemic prevention.And with their professional medical knowledge and skills,emergency medical volunteers had effectively relieved the pressure on the government and promoted the development of epidemic prevention and control.This paper analyzes the current situation of the construction and management of emergency medical volunteers in our country,and proposes to build a management mode of emergency medical volunteer team from setting up a unified volunteer management structure,planning science job placement,broadening recruitment channels,strengthening the trai-ning of volunteers,establishing effective evaluation and feedback mechanisms,improving the incentive and guarantee system,etc.This paper hoped that the above measures will strengthen the emergency volunteer service force and promote the improvement of our country's ability to respond to public health emergencies.
