Quantification and Evaluation of Medical Association Policy Content Based on the PMC Index Model

目的对我国医联体政策的相关文本内容进行量化评价,识别政策偏差与不足,并提出优化策略。方法运用ROSTCM软件对筛选的20篇医联体政策进行文本内容深度挖掘,最终选取8项医联体政策,建立医联体政策PMC指数评价模型。结果所选取的8项医联体政策中PMC指数最高得分为8.57,最低得分为6.60,有5项政策为良好政策,有3项政策为合格政策;通过比较均值发现,8项政策在一级变量X1政策性质得分最高(0.88),在X2政策时效得分最低(0.42)。结论8项医联体政策在政策性质、政策内容、政策领域、政策创新、政策评价以及政策公开方面存在优势,而在政策时效、政策目标及作用方式方面稍显弱势。说明现有医联体政策的时效性较多体现在中短期,亟需补充长效性政策;同时鼓励社会力量参与,落实准入细则;完善顶层设计,推进政策衔接落地。

Objective The article aims to quantitatively evaluate the relevant text contents of medical association policies in China,identify policy deviations and shortcomings,and propose optimization strategies.Methods The ROSTCM software was used to explore the deep meaning of text content on the screened 20 medical association policies,and eight medical association policies were selected to establish a medical association policy PMC index evaluation model.Results The highest PMC index score of the eight selected medical association policies was 8.57 and the lowest score was 6.60,and five policies were good policies and three policies were qualified policies.By comparing the means,it was found that the eight policies scored the highest in the primary variable X1 policy nature(0.88)and the lowest in X2 policy timeliness(0.42).Conclusion The eight medical association policies have advantages in terms of policy nature,policy content,policy areas,policy innovation,policy evaluation,and policy disclosure,while they are slightly weaker in terms of policy timeliness,policy objectives,and mode of action.It shows that the timeliness of the existing medical association policy is mainly reflected in the short and medium term,and there is an urgent need to supplement the long-term policy.At the same time,the participation of social forces should be encouraged and the access rules should be implemented as well.Besides,the top-level design should be improved and the policy should be put into practice.
