摘要
菲律宾是中国共建“一带一路”倡议的重要合作伙伴。因其特殊的战略地位、在东盟的影响力以及日益激烈的中美战略竞争关系,菲律宾在中美菲三边关系及地区秩序变化中的作用不断凸现。研究菲律宾官方话语主体对“一带一路”倡议的认知及变化,有助于梳理和总结菲律宾参与“一带一路”倡议以来的经验和问题,为中国优化和推动“一带一路”高质量建设提供借鉴。基于语料库,通过批评话语分析视角,结合历时研究验证,可以详细考察菲律宾外交部、国会和国家通讯社对“一带一路”倡议的认知发展阶段、表现特征和影响因素。通过研究发现,菲律宾认知分为3个阶段,表现出立足东盟、坚持主权和国内话语主体认知差异大的特征。因此,优化“一带一路”话语建构是推动共建“一带一路”高质量发展的有效手段之一。
As a significant partner in China s Belt and Road Initiative,the Philippines plays a crucial role in the trilateral relations among China,the United States,and the Philippines,as well as in shaping the regional order due to its strategic position,influence within ASEAN,and the evolving Sino-US strategic competition.This study examines the perceptions and changes in discourse among three official entities,namely,the Philippine Department of Foreign Affairs,the National Congress,and the State News Agency,in regard with China s Belt and Road Initiative.The aim is to identify and summarize the experiences and challenges encountered by the Philippines since its participation in the initiative and provide valuable insights to optimize and promote the Belt and Road Initiative from China s perspective.Using a language corpus-based approach,combined with diachronic research and verification,this paper critically analyzes the developmental stages,characteristic features,and influencing factors that have shaped the Philippines understanding of the Belt and Road Initiative.The research reveals that the Philippine perceptions can be categorized into tree stages,emphasizing ASEAN cooperation and sovereignty,and reflecting variations among domestic discourse subjects.Therefore,optimizing discourse construction on the Belt and Road Initiative emerges as an effective means to facilitate its high-quality development.
