摘要
管理人员是推动农业科研机构建设发展的重要力量,管理岗位绩效考核问题是一流现代院所建设管理的重点和难点,目前还没有量化考核的成熟模式。文章立足农业科研机构管理岗位绩效量化考核,以调动管理岗位员工工作积极性为目的,剖析了绩效管理及量化考核的概念和内涵,阐述了实施绩效量化考核对农业科研管理岗位的重要意义,探讨了实施绩效量化考核面临的现行制度体系不够完善、指标体系难设计、行政成绩难量化、考核结果运用不足等问题,并提出了完善制度体系、健全指标体系、推进信息化建设、完善激励制度等建议,以期推动农业科研管理岗位绩效量化考核的有效实施,服务一流现代农业科研机构建设与管理。
Administrators are an important force to promote the construction and development of agricultural research institutions,and the issue of performance assessment of management positions is the focus and difficulty of the construction and management of first-class modern institutions,and there is currently no mature model of quantitative assessment.Based on the quantitative assessment of management position performance in agricultural research institutions,with the purpose of mobilizing the enthusiasm of employees in management positions,the article analyzes the concept and connotation of performance management and quantitative assessment,describes the significance of implementing performance quantitative assessment for agricultural research management positions,explores the problems faced by implementing performance quantitative assessment,such as the current institutional system is not perfect,the index system is difficult to design,it is difficult to quantify the administrative achievements,and the results of the assessment are insufficiently applied,and puts forward the suggestions of optimizing the institutional system,improving the index system,promoting informationization construction,and enhancing the incentive system,with a view to promoting the effective implementation of agricultural research management positions'performance quantitative assessment,to serve the construction and management of first-class modern agricultural research institutes.
