基于央企经营考核体系的石油公司高质量发展态势研究

Research on High Quality Development of Oil Companies Based on the Operating Assessment System of SASAC

为推动央企实现高质量发展、提高核心竞争力和建设世界一流企业的要求,国资委在2023年初提出了“一利五率”的经营考核指标体系并明确了经营目标,新的考核体系与目标对于中石化、中石油和中海油这三大央企石油公司起到了发展指挥棒的作用。文章分析了央企经营考核体系的变动逻辑,对三大石油公司的“一利五率”指标进行了实证研究,从盈利能力及质量、资金杠杆能力及经营效率三方面探讨了企业发展态势,并针对加快高质量发展提出了建议。

In order to promote the high-quality development,improve core competitiveness,and build world-class enterprises of central enterprises,the State owned Assets Supervision and Administration Commission proposed a"one profit and five rates"business assessment index system and clarified business objectives in early 2023.The new assessment system and objectives serve as a development baton for the three major central enterprise oil companies,Sinopec,PetroChina,and CNOOC.The article analyzes the logic of changes in the management assessment system of central enterprises,conducts empirical research on the"one profit and five ratios"indicators of the three major oil companies,explores the development trend of enterprises from three aspects:profitability and quality,capital leverage ability,and operational efficiency,and puts forward suggestions for accelerating high-quality development.
