国企混合所有制改革助力共同富裕--内涵、路径与优化方向

The reform of mixed ownership of state owned enterprises helps common prosperity——Connotationꎬpath and optimization direction

共享改革发展成果,扎实推进共同富裕,是社会主义的本质要求,也是混合所有制改革的责任使然。文章梳理了国有企业混合所有制改革的内涵和政策演化历程,分析了国有企业混改助力共同富裕两条路径,即“提高职工薪酬促进共同富裕”和“使国有资产增值促进共同富裕”,并提出在混改过程中要完善要素贡献分配机制、重视异质文化和制度的融合以及促进国有企业社会责任的传导以优化国有企业混改促进共同富裕。

Sharing the achievements of reform and development,solidly promoting common prosperity,is the essential requirement of socialism and the responsibility of mixed ownership reform.This article summarizes the connotation and policy evolution process of mixed ownership reform in state-owned enterprises,analyzes the two paths of promoting common prosperity through mixed ownership reform in state-owned enterprises,namely“increasing employee salaries to promote common prosperity”and“increasing the value of state-owned assets to promote common prosperity”,and proposes to improve the distribution mechanism of factor contributions in the process of mixed ownership reform,we should attach importance to the integration of heterogeneous cultures and systems and promote the transmission of social responsibility of state-owned enterprises to optimize the mixed reform of state-owned enterprises and promote common prosperity.
