机关党员志愿服务与农村基层治理的整合与创新

国家机关党组织和党员干部,应充分发挥战斗堡垒和先锋模范作用,带头投身志愿服务事业。广东省Z市面向全市,建立机关党组织和党员驻点联系、志愿服务群众制度。以问题为导向,以制度为保障,积极创新党员志愿服务方式方法,有效整合党政机关企事业单位职能优势,解决服务群众“最后一公里”问题,将党员志愿服务和农村基层治理整合共建。一面在实践中遭遇困难和瓶颈,一面积极寻找突破与发展,Z市为全国党员志愿服务与农村基层共建做一个有效尝试和探索。

As Party organizations and Party cadres of governments,they should give full play to their fighting fortress and exemplary vanguard role and take the lead in volunteering.Guangdong Province's Z city,targeted to the whole city,established stationed contact between government and Party organizations and Party members,as well as voluntary service system for the masses.Taking the problem as the orientation and the system as the guarantee,this paper actively innovates ways and methods of voluntary service for Party members,effectively integrate the functional advantages of Party and government organs,enterprises and institutions,and solve the problem of"the last kilometer"of serving the masses.We will integrate voluntary services for Party members and rural grass-roots governance.On the one hand,it encounters difficulties and bottlenecks in practice,and on the other hand,it is actively looking for breakthroughs and development.Z city has made an effective attempt and exploration for the voluntary service of Party members throughout the country and the co-construction of rural grass-roots units.
