摘要
在《西部陆海新通道总体规划》与《“十四五”推进西部陆海新通道高质量建设实施方案》落实推进的背景之下,北部湾港进入了一个充满机遇的历史时期,北部湾港集疏运系统如何高质量发展成为重要问题。分析了北部湾港的集疏运系统现状,建立灰色GM(1,1)模型对北部湾港吞吐能力进行预测,结果显示虽然北部湾港的货物吞吐量长期增长,但距离“五亿吨”的目标还有差距。针对北部湾港目前存在基础设施薄弱、港口配套设施不完善、连通性较弱等问题,提出推进北部湾港基础设施建设水平、区位优势的进一步发挥强化通道联通能力、服务“国内国际双循环”、提高多式联运服务体系质量的建议,以促进西部陆海新通道建设,发挥西部陆海新通战略支点的作用,推进北部湾港口集疏运高质量发展。
Under the background of the implementation and promotion of the Overall Plan for the New Western Land-Sea Corridor and the Implementation Plan for Promoting the High-quality Construction of the New Western Land-Sea Corriodo in the 14th Five-Year Plan,the Beibu Gulf Port has entered a historical period full of opportunities,and how to develop the collection and distribution system of the Beibu Gulf Port in a high-quality manner has become an important issue.This paper first analyzes the current situation of the collection and distribution system of the Beibu Gulf Port,and establishes a grey GM(1,1)model to predict the throughput capacity of the Beibu Gulf Port.The results show that although the throughput of the Beibu Gulf Port has grown rapidly in the long term,there is still a gap from the goal of"500 million tons".Secondly,this paper points out that the Beibu Gulf Port currently has problems such as weak infrastructure,incomplete port supporting facilities,and weak connectivity.Suggestions are proposed to further enhance the infrastructure construction level and location advantages of the Beibu Gulf Port,strengthen the channel connectivity ability,serve the"domestic and international dual circulation",and improve the quality of multimodal transportation service systems,promote the construction of the western land sea new channel,play the role of the strategic support point of the western land sea new connection,and promote the high-quality development of the collection and distribution of the Beibu Gulf Port.
