引水工程安全性评价与信息化应急保障体系建设

摘要 引水工程是一项综合性水利工程,涉及面广,工程建设复杂,影响长期、稳定供水,安全性评价和信息化应急保障体系建设是发挥引水工程长期效益的重要基础性工作。该文介绍了引水工程安全性评价的对象、原则和流程,阐述了评价指标体系的构建、评价指标权重的确定、评价指标的标准化处理和综合评价方法,最后分析了引水工程信息化应急保障体系的概念、应急机制的建立、应急预案的编制、应急演练、应急抢险、恢复与重建、信息化应急保障体系构建等内容。 Water diversion project is a comprehensive water conservancy project,involving a wide range,with complex project construction,affecting long-term and stable water supply.The safety evaluation and informatization emergency support system construction are the important basic works to give full play to the long-term benefits of water diversion project.This paper introduces the object,principle and process of safety evaluation of water diversion projects,expounds the construction of evaluation index system,the determination of evaluation index weight,the standardized processing of evaluation index and comprehensive evaluation method,and finally analyzes the concept of informatization emergency support system of water diversion project,the establishment of emergency mechanism,the formulation of emergency plan,emergency drill,emergency rescue,recovery and reconstruction,and the construction of informatization emergency support system.
