农村集体经济高质量发展研究——以广东“两市三区”为例

广东省农村集体经济历经多次变革与创新,在管理体制、组织结构、发展模式方面不断探索调整,取得了引人注目的成就。广东各区、市、乡镇、街道依据自身地方优势,因地制宜发展农村集体经济,为农村发展奠定了经济基础。东莞市建立了多层次的监管体系,英德市将地区特色融入农村集体经济,白云区搭建起系统性的集体资产网上交易平台、南海区以“农旅结合”为思路设立文旅小镇,顺德区创新收入分配方式走生态可持续发展道路。基于东莞市、英德市、白云区、顺德区、南海区(以下简称“两市三区”)的实地调研情况,总结了“两市三区”在农村集体经济工作中的突出亮点与存在问题,从资源利用、资产管理、资金筹集、人才培育、队伍建设方面提出对策建议,以供广东农村集体经济高质量发展决策参考。

Guangdong Province’s rural collective economy has undergone many changes and innovations,and has made remarkable achievements in management system,organizational structure and development mode.Each district,city,township,and street in Guangdong has developed rural collective economy based on their local advantages and tailored to local conditions,laying an economic foundation for rural development.Dongguan City has established a multi-level regulatory system,Yingde City has integrated regional characteristics into the rural collective economy,Baiyun District has established a systematic online trading platform for collective assets,Nanhai District has established a cultural and tourism town with the concept of“combining agriculture and tourism”,and Shunde District has innovated its income distribution method and taken the path of ecological sustainable development.Based on on-site research in Dongguan City,Yingde City,Baiyun District,Shunde District,and Nanhai District(hereinafter referred to as“the two cities and three districts”),the outstanding highlights and existing problems of“the two cities and three districts”in rural collective economic work were summarized.Propose countermeasures and suggestions from the aspects of resource utilization,asset management,fund raising,talent cultivation,and team building,in order to provide reference for high-quality development decisions of Guangdong’s rural collective economy.
