广东省海洋生态补偿政策效果综合评估

Comprehensive Assessment of the Effectiveness of Marine Ecological Compensation Policies in Guangdong Province

海洋生态补偿对海洋生态系统可持续利用、保护海洋生境与资源、大力发展沿海经济都有重要的促进作用。为客观体现海洋生态补偿政策的实施情况及效果,需要对其进行效果评估。以广东省海洋生态补偿政策作为研究对象,从海洋经济协调发展状况、海洋生态环境整治效果和沿海地区社会协调发展水平3个方面,构建综合评价指标体系,基于主成分分析法和熵权法对广东省海洋生态补偿政策进行效果评估。结果显示:随着海洋生态补偿政策的实施与推进,广东省海洋生态补偿政策综合效果指数不断提高,其中沿海地区社会协调发展水平增长最为稳定,海洋经济协调发展水平次之,两者均呈现持续增长,而海洋生态环境整治效果指数增长幅度较为缓慢,需要进一步完善相关政策。

Marine ecological compensation plays an important role in promoting the sustainable utilization of marine ecosystems,protecting marine habitats and resources and vigorous development of coastal economy.To objectively reflect the implementation and effectiveness of marine ecological compensation policies,it is necessary to evaluate their effectiveness.Taking the marine ecological compensation policy of Guangdong Province as the research object,a comprehensive evaluation index system was constructed from three aspects:the coordinated development of marine economy,the effect of marine ecological environment remediation and the coordinated development level of the coastal areas.Based on the principal component analysis method and entropy weight method,the effect of marine ecological compensation policy of Guangdong Province was evaluated.The result shows that with the implementation and promotion of marine ecological compensation policies,the comprehensive effect index of Guangdong’s marine ecological compensation policies has been continuously improved.The coordinated development level of society in the coastal areas is the most stable,followed by the level of coordinated development of marine economy,and both of them are showing a sustained growth,while the growth rate of marine ecological environment remediation effect is relatively slow,and relevant policies should be further improved.
