摘要
食品产业全过程涉及众多环节,多种风险因素交织,“显性”问题与“隐性”问题并存,单点风险、系统性风险均需防范,传统业态到新业态的快速发展,需要引入穿透式的监管方式,以提升监管能力。本文分析国内外穿透式监管实践,结合我国食品产业和监管实际,提出了食品安全“穿透式”监管方式、理念和应用,以有效应对食品安全监管工作的复杂性、艰巨性。
The whole process of the food industry involves many links from the field to the dining table,and various risk factors are intertwined.The"dominant"and"hidden"problems coexist,and single-point risks and systematic risks need to be guarded against.The rapid development from traditional formats to new formats requires the introduction of Look-Through Provision methods to enhance supervision capabilities.This paper analyzes the practice of penetrating supervision at home and abroad,and puts forward the way,concept and application of Look-Through Provision of food safety in combination with the actual situation of food industry and supervision in China,so as to effectively cope with the complexity and arduousness of food safety supervision.
