摘要
该研究以上海中医药大学附属市中医医院在新冠病毒疫情期间的人力资源应急管理为例,基于危机管理理论PPRR模型,在危机前预防、危机前准备、危机暴发期反应和危机结束期恢复4个阶段采取不断改进又相互联系的管理策略。总结探讨三级公立医院在重大新发传染病期间人力资源管理的应急组织体系、人员调配轮换和日常管控经验,为医院的应急管理提供参考。
This study takes the human resources emergency management of the Traditional Chinese Medicine Hospital affiliated with Shanghai University of Traditional Chinese Medicine during COVID-19 as an example.Based on the crisis management theory PPRR model,it includes pre-crisis prevention,pre-crisis preparation,crisis outbreak response,and crisis end period.The four stages of recovery adopt continuously improving and interconnected management strategies.This article summarizes and discusses the emergency organizational system,personnel deployment and rotation,and daily management and control experience of human resource management in Grade III public hospitals during major emerging infectious diseases,so as to provide a reference for hospital emergency management.
