摘要
党的十八大以来,我国确立了加强教师待遇保障的战略方向,完善了相关顶层设计和基础制度,推动教师待遇保障水平大幅提升,取得了历史性成就。放眼世界教育强国,普遍在政策上凸显教师职业的公共性和稳定性,扩大职业生涯的薪酬增幅以促进终身从教,采用绩效主义和协商工资混合的制度设计激发其活力,针对城乡贫困地区和边远农村地区建立补偿式的待遇保障制度。在加快建设教育强国的时代背景下,高水平人才自主培养和科技自立自强的战略使命对教师待遇水平提出新挑战,全体人民共同富裕的战略目标要求进一步促进优质师资均衡配置,教育强国建设的艰巨而复杂任务迫切需要充分激发教师队伍活力。为此,应确立“教师是教育强国建设的战略人才”的政策理念;逐步将“教育行业在城镇非私营行业就业人员平均工资的排名”提高到前五名;在基础教育学校设立人才项目,向乡村、薄弱学校倾斜,推动优质师资均衡配置;充分发挥待遇保障制度的激励功能,激发教师队伍活力和创造性。
Since the 18th National Congress of the Communist Party of China,China has established a strategy to strengthen teachers'treatment guarantee,improved relevant top-designs and basic systems,and promoted the significant increase in teachers'salaries and benefits,thus achieving historic achievements.Most powerful countries in education across the world highlight the public nature and stability of the teaching profession in policies,increase teachers'salaries and benefits to encourage lifelong teaching,design a system mixing teachers'performance and negotiated salaries to stimulate teachers'vitality,and establish compensation-based treatment guarantee systems for poverty-stricken areas and remote rural areas.In the context of quickening the step of building China into a powerful country in education,the strategic mission of cultivating high-level talents independently and achieving technological self-reliance and self-improvement has posed a new challenge to teachers'salaries and benefits;the strategic goal of common prosperity for all requires further promotion of the balanced allocation of high-quality teachers;the arduous and complex task of building a powerful country in education urgently requires full stimulation of the vitality of the teaching force.To this end,we need to establish the policy-related concept that"teachers are strategic talents for the building of a powerful country in education";gradually raise to the top five the"ranking of teachers in average salaries among non-private sectors in urban areas";establish talent development projects that give first priority to rural and weak basic education schools to promote the balanced allocation of high-quality teachers;and give full play to the incentive function of the treatment guarantee system to stimulate the vitality and creativity of the teaching force.
