拜登执政以来美国国会的涉共提案及其政治图谋 被引量:1

US Congressional Bills Involving the Communist Party of China since the Biden Administration and Its Political Intrigue

摘要 拜登政府上台以来,美国国会针对中国共产党的立法提案在频度与强度上都有明显提升,推动中美战略竞争法律化与制度化。美国国会着重以新冠疫情和人权等问题为切入点发起对华意识形态攻势,其涉共提案的政治修辞趋向于煽动性、对抗性、反智化与污名化,意在削弱中国共产党的执政合法性、割裂中国共产党与人民之间的联系。这些提案从表面看是国会议员谋求政治私利、共和与民主两党为凝聚共识的政治算计,从深层次看则源自“威胁膨胀”的霸权焦虑、贩卖“共产主义恐惧”的冷战思维和“美国例外论”的战略文化。美国国会涉共提案绝大多数未获通过,但其炒作行径对中国共产党形象和国际社会相关认知具有危害性;同时,其重构的美国反共“政治正确”不仅恶化了美国国内的政治环境,也给中美关系与世界秩序增加了不确定性风险。 Since the Biden administration,the US Congress has significantly increased the frequency and intensity of legislation related to the CPC,thus legalizing and institutionalizing Sino-US strategic competition.The US Congress launched an ideological offensive against China focusing on issues such as COVID-19 and human rights,which tended to be incendiary,confrontational,anti-intellectual,and stigmatizing in its political rhetoric.The CPC related bills are intended to weaken the ruling legitimacy of the CPC and sever the ties between the CPC and the people.These CPC-related proposals are political calculations by members of Congress seeking political self-interest and by the Republican and Democratic parties to build consensus.On a deeper level,they originate from the hegemonic anxiety of"threat infation,"the Cold War mentality of selling"communist fear",and the strategic culture of"American exceptionalism."The vast majority of CPC related bills have failed to pass,but their hype has a certain poisonous effect to the image of the CPC and the relevant cognition of the international community.They are reconstructing the anti-communist"political correctness"of the US,worsening the domestic political environment,and thus increasing the risk of uncertainty for the bilateral relations and the world order.
