对国企运用私募股权投资基金发展产业的思考

Thinking on State-Owned Enterprises Using the Private Equity Investment Fund to Develop the Industry

2020年政府工作报告中提出,提升国资国企改革成效,实施国企改革三年行动,主要针对制度建设、经济布局优化及结构调整、深化混合所有制改革、健全市场化经营体制等方面进行部署。“十四五”时期的国有企业目标是增量提质,做强、做优、做大国有资本和国有企业。如何做强、做优、做大,国有平台结合金融手段支持事业发展,是优化国有企业产业结构,拓展企业发展的有效手段。文章以某国有企业通过私募股权投资基金,调整自身产业结构为例进行分析,找到相应策略中存在的问题、难点,并加以解决,逐步实现做强、做优、做大提质增效的发展目标。文章首先针对私募股权投资基金的概念、分类以及运作流程加以阐述,其次分析国企运用私募股权投资基金发展产业存在的问题,最后提出具体的运用策略,包括制定企业发展战略、加强企业人员保障、构建国企内部文化、做好风险控制以及提高企业运营效率等。旨在可以有效思考国企发展私募股权投资基金存在的问题,并解决问题,从而在很大程度上推动国企的发展。

In 2020, the government work report proposed to promote state-owned enterprises reform and the implementation of state-owned enterprises reform action for three years.It's mainly for the system construction, economic layout optimization and structural adjustment, deepening the reform of the mixed ownership and improving the market management system for the deployment. The 14th Five-year Plan period aims to improve their quality, develop with high quality, and make them stronger, better and bigger. How to become stronger, better and bigger, state-owned platforms combine financial means to support the development of undertakings, which is an effective means to optimize the industrial structure of state-owned enterprises and expand the development of enterprises. This paper takes a state-owned enterprise through private equity investment fund to adjust its own industrial structure as an example to analyze, finds out the problems and difficulties existing in the corresponding strategy, and solves them, and gradually achieves the development goal of improving the quality and efficiency, making it stronger, better and bigger. This paper firstly expounds based on the concept of private equity funds, classification and operation process, and then analyzes the problems existing in state-owned enterprises which use the private equity fund to develop industry, finally puts forward the specific strategy, including enterprise development strategy, strengthening enterprise personnel security, the construction of state-owned enterprises internal culture, doing a good job of risk control and improving the efficiency of enterprise operation. The aim is to effectively consider the problems existing in the development of private equity investment funds in state-owned enterprises to solve the problems, so as to promote the development of state-owned enterprises to a large extent.
