河口近岸海域生态敏感红线划定、落地与管控制度建设思考

摘要 河口近岸海域生态敏感红线的划定、落地与制度建设等值得深入思考与分析。通过总结分析相关研究,本研究建议在河口近岸海域划定生态敏感红线时,应合理选取水质、沉积环境、生物多样性等可以代表区域生态敏感性的指标因子构建区域生态敏感性评价指标体系,并结合GIS、RS等技术实现敏感红线的最终划定。在生态敏感红线落地时应考虑整合多源数据集,建立专属GIS数据库,弥补监测空白、完善监控系统,制定陆源关键污染指标控制等内容。在建设生态敏感红线管控制度方面应包括生态恢复法律制度、生态补偿制度公共参与制度等内容。 The delimitation,landing and system construction of ecologically sensitive red line in estuarine and coastal waters are worthy of in-depth thinking and analysis.By summarizing and analyzing relevant studies,this study suggested that when delimiting the ecologically sensitive red line in the coastal waters of the estuary,we should reasonably select the index factors that could represent the regional ecological sensitivity,such as water quality,sedimentary environment and biodiversity,construct the regional ecological sensitivity evaluation index system,and realize the final delimitation of the sensitive red line in combination with GIS,RS and other technologies.When landing the ecologically sensitive red line,we should consider integrating multi-source data sets,establishing an exclusive GIS database,making up for the monitoring gap,improving the monitoring system,and formulating the control of land-based key pollution indicators.The construction of ecologically sensitive red line control system should include ecological restoration legal system,ecological compensation system,public participation system and so on.
