基于三阶段DEA模型的“双高”院校办学效率评价

Assessment of School Running Efficiency of "Double High"Colleges Based on Three-Stage DEA Model

“双高计划”出台后,中央加大了“双高”院校的财政投入,并出台相关文件对其实施绩效管理。为了评估“双高计划”实施后这些院校的办学效率,运用三阶段DEA模型,对146所“双高”院校的投入产出效率进行评估和比较。研究发现:剔除环境影响因素后,146所“双高”院校综合技术效率值从0.902提升到0.912,其中,48所学校达到DEA有效,比例为32.9%。从全国四大区域看,“双高”院校办学效率地区差距明显,剔除环境因素影响后,东部地区综合技术效率上升,而其他地区下降,表明环境因素对不同地区的影响有差异。此外,政府支持力度、非农产业结构和城镇化水平等三个环境因素对“双高”院校办学效率产生积极作用,而经济发展水平产生抑制作用。基于此提出:进一步加强“双高”院校资源配置能力,重点提升院校治理水平;继续开展东西部协作,助力西部和东北部地区不断提升办学效率;优化外部环境,增强“双高”院校办学支撑。

Since the implementation of the"double high plan",the central government has increased the financial input to the"double-high"collegesand has required them to implement performance management according to relevant documents.In order to evaluate the schoolrunning efficiency of 146"double high"colleges.This paper uses three-stage DEA model to compare theirs.The results show that the comprehensive technical efficiency of 146"double high"colleges increases from 0.902 to 0.912 after excluding the influence of external environment and random errors,and 48 of them reaches DEA effectiveness,whose ratio is 32.9%.From the four regions of the country,there are significant differencesin school running efficiency between four regions.After excluding the influence of external environment,the comprehensive technical efficiency of the eastern region rises,while that of the other regions drop,which indicates that the influence of environmental factors on different regions is different.In addition,the government support,non-agricultural industrial structure and the level of urbanization have a positive effect on the school-running efficiency of"double high"colleges.While the level of economic development has a negative effect.Based on these results,the following suggestions are put forward:we should further strengthen the resource allocation capacity of the"double high"colleges,especially enhance the management level;continue the college cooperation between the eastern and the western region,so as to help the colleges in western and northeast region to continuously improve the schoolrunning efficiency;and optimize the extermal environment,which will strengthen the schoolrunning supportto"double high"colleges.
