从疫情防控志愿服务到常态化志愿服务——志愿服务制度与工作体系建设的海南经验

From Epidemic Prevention and Control Volunteerism to Regularized Volunteerism——The Hainan Experience in Building Voluntary Service System and Work System

新冠疫情是对应急志愿服务体系的一次大考,也是完善常态化志愿服务制度与工作体系的重要契机。自新冠疫情发生以来,海南省坚持平战结合的指挥协调机制,形成了科学有效的疫情防控志愿服务动员机制、队伍建设机制、参与机制和支持保障机制,精准高效地提供了疫情防控志愿服务,推动海南省各地抗疫志愿服务有序进行,进一步形成了从“平战结合”的疫情防控志愿服务到常态化志愿服务过渡的“海南路径”。据此,本文系统总结了海南省疫情防控志愿服务的开展情况、工作思路、实践经验,全面地呈现了海南省已有的志愿服务工作基础,并构建出海南省常态化志愿服务制度与工作体系的整体框架。

The COVID-19 epidemic is a major test for the emergency voluntary service system,and it is also an important opportunity to improve the regular voluntary service system and work system.Since the outbreak of COVID-19,Hainan Province has adhered to the command and coordination mechanism combining peacetime and war.It has formed a scientifi c and effective volunteer mobilization mechanism,team building mechanism,participation mechanism and support mechanism for epidemic prevention and control,provided accurate and efficient voluntary services for epidemic prevention and control,and promoted the orderly implementation of voluntary services across the province.It has further formed a“Hainan path”for the transition from“peacetime and war combined”voluntary service for epidemic prevention and control to regular voluntary service.Accordingly,this paper systematically summarizes the development of epidemic prevention and control volunteering in Hainan Province,the working idea,practical experience,comprehensively presents the existing volunteer work foundation in Hainan Province,and constructs the overall framework of the normalized volunteer system and work system in Hainan Province.
