The Process and Mechanism of Rural Social Work StationPromoting Rural Public Value Through Co-production

乡村公共价值与产业振兴、人才振兴、文化振兴、生态振兴、组织振兴紧密相关,是乡村振兴的必要基础。合作生产模式以多元主体的全程参与为核心特征,旨在将服务对象转变为合作生产者,走出“有公共无价值”和“有价值无公共”的传统困局,实现价值共创。通过对广东、湖南二省八个乡镇社工站的实地调研,本研究发现乡镇社工站在乡村公共价值的合作生产中,通过打造识别-诱导、磋商-引导、赋能-合力与公益-兜底机制,进而实现多元主体在价值表达、聚合、转化和评估等环节的全程参与。多元主体的合作生产满足了乡村公共服务需求,减少了城乡间的主客观差距,进而生成乡村公共价值。这表明,合作生产是构建乡村公共价值的高效集约途径,它既能体现社会工作以人为本的专业价值,也能科学精准贯彻党的群众路线,是整合社会工作的专业优势和群众路线的制度优势的可靠方式。

Rural public value is closely related to the vitalization of industry,talent,culture,the eco-environment,and organizational structures,and is the necessary basis for rural revitalization.With the participation in the whole process of all parties as the core feature,the co-production mode of public service aims to transform the service users into co-producers,get out of the traditional dilemma of“public without value”and“valuable without public”,and achieve value co-creation.Through the field study of eight rural social work stations in Guangdong and Hunan provinces,this study found that rural social work stations in the co-production of rural public value,through the mechanism of identification-induction,consultation-guidance,empowerment-joint efforts,and philanthropy-social assistance,to achieve the full participation of the various actors in the village for the expression,aggregation,transformation and evaluation of value.The multi-party co-production meets the villagers’public service and public cultural needs,and reduces the subjective and objective gap between urban and rural areas,thus generating rural public value.This shows that co-production is an efficient and intensive mode to build rural public value,which can not only reflect the people-oriented professional value of social work,but also scientifically and accurately implement the Party’s mass line,and is a reliable way to integrate the professional advantages of social work and the political advantages of the mass line.
