广东省小型水库安全运行管理标准化探索实践与长效机制思考

Practice and long-term mechanism of standardization of safe operation management of small reservoirs in Guangdong province

我国现有小型水库约9万多座,目前小型水库的运行管理存在体制不顺、管理经费不充足、运行管理不精细、信息化水平低这四大突出问题。基于广东省小型水库安全运行管理标准化开展的特点和经验,从落实管理责任和管理经费、加强运行管理、强化安全管理、推广信息化管理、试点物业化管理等角度论述小型水库的管理对策,为小型水库安全运行管理的长效体制机制提供了有益的示范。

There are more than 90000 small reservoirs in China.At present,there are four major problems in the operation and management of small reservoirs:poor system,insufficient management funds,imperfect operation management and low informatization level.Based on the characteristics and experience of the standardization of safe operation and management of small reservoirs in Guangdong province,this paper discusses the management strategies of small reservoirs from the aspects of implementing management responsibility and management funds,strengthening operation management,strengthening safety management,promoting information management and pilot property management,which provides a useful example for the long-term system and mechanism of safe operation management of small reservoirs.
