乡村创新系统中政府的作用及其治理机制探索 被引量:5

摘要 创新驱动是乡村振兴战略推进的重要支撑,构建兼顾产业创新和社会创新目标的乡村创新系统是其着力点。产业创新、社会创新和融合创新理论为乡村创新系统的主体结构及政府的作用提供了分析框架,该框架在我国四个县的乡村创新治理案例中得到验证,并揭示了政府在其中的治理机制。研究发现,政府在乡村创新系统应扮演统筹者角色,其作用在于构建创新主体结构和融合创新目标及创新利益;为了维护乡村创新系统的完整性和稳定性,政府需要在乡村创新系统中建立创新反馈机制和创新赋能机制;这共同构成了政府在乡村创新系统中的治理机制,为政府在乡村创新中的治理路径选择提供理论依据。 Innovation driven is an important support for the promotion of the rural vitalization strategy,and it is necessary to build a rural innovation system that balances the golas of industrial innovation and social innovation.The theories of industrial innovation,social innovation,and integrating innovation provide an analytical framework for the subject structure of the rural innovation system and the role of the government.This framework has been validated in rural innovation governance cases in four counties in China and reveals the governance mechanism of government in it.The study found that the government plays a Coordinator role in the rural innovation system,with its role in building an innovation subject structure and integrating the innovation goals and benefits.In order to maintain the integrity and stability of the rural innovation system,the government needs to establish innovation feedback mechanisms and innovation empowerment mechanisms in the rural innovation system.These two mechanisms,together with the innovation driven mechanism of constructing the innovation subject structure,constitute the governance mechanism of the government in the rural innovation system,which provides a theoretical basis for the government’s governance path selection in rural innovation.
