新时代我国政府职能转变的伦理转向遵循了国家治理现代化发展的规律,回应了中国社会转型发展过程中社会问题治理的现实需要。政府职能转变的伦理转向表现为:注重“人民至上”的伦理转向——政府职能转变价值取向的变革;注重公共利益的伦理转向——政府职能转变动力的变革;注重制度伦理的转向——政府职能转变方式的变革。政府职能转变伦理转向的价值在于:使衡量社会发展的价值标准由过去追求单一经济效率的物的标准转向了追求社会公平的人的发展标准;使政府职能转变的动力由过去经济改革外在的动力转向具有道德合理性的维护公共利益的内在动力与外在动力相统一的动力系统;使制度具有伦理诉求与赋值,成为既具有法治强制性又具有道德合理性的制度伦理的统一体。
