比较视野下情感治理的实现机制:一个“联结-弥合”视角

The Realization Mechanism of Emotional Governance:A Comparative Perspective of“Connection-Repair”

作为中国特色且分布广泛的一种社会治理模式,情感治理的实现机制尚未得到系统区分和归纳。依据情感“联结-弥合”过程及其客体差异,可以将情感治理划分为服务型、动员型、回应型和调解型等四类。各类型具有以情感沟通界面助推关系互信、改善治理基础的内在一致性,在将“弱关系”黏合为“强关系”或将“强冲突”舒缓为“弱冲突”的逻辑上,侧重认同性、参与性、有序性、稳定性等有所差异的治理导向,并存在非正式制度角色的附加性、组合性与替代性张力。该比较视野有助于精细化辨识由“情”及“治”的中间过程,勾画情感治理在我国社会治理体系中的整体方位,并为提高情感治理能力和规避形式化、片面性等偏差提供政策启发。

As a widespread social governance model with Chinese characteristics,the realization mechanism of emotional governance has not been systematically distinguished and summarized.According to the“connectionrepair”process and its object differences,emotional governance can be divided into four categories:serviceoriented,mobilization,response and mediation.Each type has the inherent consistency of using the emotional communication interface to promote mutual trust and improve the foundation of governance.In the logic of bonding“weak relationship”into“strong relationship”or alleviating“strong conflict”into“weak conflict”,emphasis is placed on different governance orientations such as identity,participation,orderliness,and stability,and there are tensions of additivity,combination and substitution in the roles of informal institution.This comparative vision is helpful to refine the identification of the intermediate process from“emotion”to“governance”,outline the overall orientation of emotional governance in social governance system,and provide policy inspiration for improving emotional governance capabilities and avoiding biases such as formalization and one-sideness.
